The Guangdong Provincial Drug Administration issued a notice on the third phase of 2021 cosmetics sampling inspection information (hereinafter referred to as the “notice”) on April 7. The notice shows that according to the 2020 cosmetic supervision and sampling work arrangements of Guangdong Province, this issue involves all The sampling inspection information of 633 batches of cosmetics in the province, 607 batches of qualified samples and 26 batches of unqualified samples were tested.
Compared with the previous two random inspections, the unqualified rate of random inspections in this period is only 4%. The Guangdong Food and Drug Administration also stated that it has ordered manufacturers to recall substandard products, check the number and flow of substandard products, and report relevant information to the market supervision and management department where the products flow. At the same time, it is necessary to trace the purchase channels of relevant operating companies for cosmetics that are verified as counterfeit, and severely crackdown on illegal activities in the production and sale of counterfeit and shoddy cosmetics.
Unqualified products are mostly hair dye cream
From the results of the random inspection, 21 batches of unqualified products are hair creams, 4 batches of products are facial masks, and 1 batch of products are hand creams.
Among them, the unqualified items of hair dye cream are “the product approval document is consistent with the label identification, the approval document and the unmarked hair dye, p-aminophenol, resorcinol, diaminopyridine” etc. are detected; the unqualified item of facial mask and hand cream The total number of colonies exceeds the limit.
Take resorcinol as an example. Resorcinol has a bactericidal effect and can be used as an antiseptic. It can be added to cosmetics and dermatological drug pastes and ointments. However, long-term low-concentration exposure can cause respiratory tract irritation and skin damage. On October 27, 2017, the list of carcinogens published by the International Agency for Research on Cancer of the World Health Organization was initially compiled for reference. Resorcinol was included in the list of three carcinogens.
In fact, hair dye products have become a “hardest hit area”, which is not unrelated to its fast-growing market. According to data from iResearch, the scale of China’s hair dye market is on the rise from 2017 to 2019. Among them, the scale of China’s hair dye market in 2017 was 5 billion yuan, and the market size in 2019 was 13.5 billion yuan. In 2020, the scale of China’s hair dye market will exceed 15 billion yuan, reaching 18.2 billion yuan. Under the temptation of huge cakes, many brands blindly follow the trend, resulting in mixed hair dyeing products.
Judging from the cosmetics supervision situation in 2020, the hair dye category has become the focus of the China National Medical Products Administration. The number of exposures and the number of brands involved far exceeds other cosmetics categories.
Not long ago, the Guangdong Provincial Food and Drug Administration imposed heavy penalties on illegal companies. It is reported that the company is Guangzhou Pengmei Fine Chemical Trading Co., Ltd. The product name involved is “Pengmei Hair Cream (Black)”, and the approval number is China The special character of makeup is G20111032, and the production license number is Guangdong makeup 20170164. The illegal matter is: Guangzhou Pengmei Fine Chemical Trading Co., Ltd. used cosmetics to ban raw materials to produce cosmetics. The circumstances were serious. According to Article 25 of the Regulations on Cosmetics Hygiene Supervision, the “Cosmetics Production License” was revoked, and the publication period was 3 years.
Facial mask is also a key regulatory category
Although the number of products involved in facial masks is gradually decreasing, it is also a category under key supervision. The main reason for exposure is the illegal addition of clobetasol propionate, betamethasone valerate, fluocinolone, betamethasone, dexamethasone, etc. These are all glucocorticoid substances that are banned in the “Safety Technical Specifications for Cosmetics” (2015 edition).
The unqualified item in this test is the total number of colonies exceeding the standard. Authoritative experts in dermatology said that the total number of bacterial colonies is actually very concealed to consumers. Once the pathogenic bacteria or bacteria are hidden in the mask, it will cause huge harm to consumers. Even if non-pathogenic bacteria are present in the mask, it may also cause the normal flora of the consumer’s skin to be unbalanced, damage the original barrier function of the skin, and disrupt the skin’s own pH balance.
To be sure, the China National Food and Drug Administration’s supervision of hair dyes, facial masks and other products “will only be strict but not loose.” Brands must not take risks.
